This is a senior management position responsible for assisting the City Manager in directing development, operation, administration, and evaluation of City programs within state and federal regulations and policy guidelines issued by City Commission. The Chief Financial Officer must exercise significant initiative and independent judgment but receives general administrative direction from the City Manager. As assigned, this position will have complex administrative and management duties and responsibilities.

  • Oversees the management of accounting operations for the City in addition to cash management and treasury functions, compliance, purchasing, pension administration, payroll, and compliance
  • Evaluates, plans, organizes, and implements departmental operations, goals and objectives, coordinates and integrates all systems and activities toward achievement of established operations, goals, and objectives; develops and implements changes as necessary to departmental policies and procedures to maintain fiscally sound operations.
  • Analyzes City fiscal policies; interprets data; formulates the recommendations for action by the City Manager and the City Commission.
  • Oversees the investment of City funds in accordance with applicable laws, standards, and practices and the City's adopted Investment Policy.
  • Performs or supervises comprehensive management analyses in a wide range of municipal policies, organization, procedures, budgetary and finance areas.
  • Manages staff and operations related to the City's internal audit functions and compliance matters.
  • Serves as liaison to external auditors and others regarding the City's annual audit.
  • Supervises, directs, and evaluates assigned staff who oversee various operations, assess employee concerns and
  • problems, direct work, provide proactive coaching and counseling, prepare, and deliver discipline when warranted, and complete employee performance appraisals in a fair and equitable manner.
  • Evaluates staffing based on operational needs, develops plans for reorganization as necessary, recruits qualified department staff, and ensures staff receive ample development and current training.
  • Interprets and explains departmental policies and procedures, ensures internal clients receive adequate information and guidance to successfully adhere to department policies.
  • Provides direction and recommendations to City department management; supporting staff and coordinating interdepartmental activities as well as City activities with outside agencies and organizations.
  • Ensures cooperation and coordination of finance functions and activities with budget administration.
  • Directs the scheduling, coordination, and completion of the City's annual financial report on a timely basis.
  • Administers the selection of financial advisors and underwriters; plans and executes programs of debt financing or refinancing. Responsible for the continuing disclosure of debt.
  • Directs the accounting staff in the preparation of statements.
  • Approves and controls contracts and financial obligations
  • Monitors expenditures and revenues of various funds and accounts; develops budget projections and estimates.
  • Advises city officials and staff in fiscal policies affecting tax rates, fee schedules and other sources of revenue to the operating budget.
  • Manages the financial functions associated with interlocal agreements and contracts.
  • Oversees the administration of financial documents and other reports to ensure compliance with grant funding requirements.
  • Assists the City Manager's office in prioritizing, scheduling, and funding of City projects.
  • Attends City Commission meetings, interagency, committee and other meetings and conferences as required.
  • Establishes a positive working relationship with representatives of community organizations, state and local agencies, City management, staff and the public.
  • Performs related work as required.

Minimum Qualifications

  • Bachelor's degree required, Master's degree preferred, in Accounting, Finance, Business Administration, Public Finance or Public Administration from an accredited college or university.
  • Seven (7) years' experience in governmental budgeting and management with three (3) years senior-level supervisory experience in a municipal government finance operation.
  • Certified Public Accountant (CPA) required.
  • Certified Government Finance Officer (CGFO) Certification and Certified Public Finance Officer (CPFO) Certification strongly preferred.

  • Ability to prepare required reports accurately, and in a timely manner.
  • Must be physically able to operate a variety of types of office machines.
  • Must be physically able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.
  • Work involves reaching, pulling, pushing, stooping, kneeling, crawling, crouching, and balancing, etc. for periods of time.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
