Central Coast Community Energy (3CE) has an exciting opportunity to join our team as a Policy Advisor! Do you have experience researching, writing, analyzing, and reviewing elements of different policies in the regulatory space? Do you have a passion for renewable energy and electrification? About the Position: The Policy Advisor works under the direction of the Manager of Energy Policy, representing Central Coast Community Energy in various regulatory and compliance matters. The Policy Advisor evaluates proposed regulatory policies to assess the impact on 3CE and assists in analyzing and developing positions on issues.
The Policy Advisor may be assigned to represent 3CE before regulatory agencies, perform outreach to policymakers, and participate on behalf of 3CE in California Community Choice Association (CalCCA) working groups and committees. Regulatory bodies will generally include the California Public Utilities Commission, the California Independent System Operator, and the California Energy Commission.

EXAMPLE OF DUTIES - Track, review, analyze and summarize regulatory proceedings that could impact 3CE and its customers.
- Track, analyze, interpret, and summarize regulations introduced in the California legislature that could impact 3CE and its customers.
- Identify and analyze the impact of 3CE's enrollments, rates, energy programs, and energy market data on regulatory issues.
- Brief the Manager of Energy Policy and other 3CE leadership and provide technical and/or analytic input on regulatory and compliance matters.
- Represent 3CE in regulatory proceedings through preparation of data requests, written filings, position papers, analytical models, testimony, and exhibits.
- Represent 3CE in the regulatory process through preparation of education materials for policymakers, attendance at events, organizing meetings with policymakers and other relevant stakeholders.
- May participate in administrative hearings.
- Collaborate closely with other 3CE departments on issues affecting regulatory and compliance matters.
- Assist with meetings and events by developing agendas, taking meeting minutes, following-up with members on after-action items, and preparing programs and brochures.
- Attend conferences, meetings, and seminars to maintain expertise of regulatory initiatives and impact.
- Write staff reports and presentations for Board and Committee meetings.
- May lead other working groups.
- Perform related duties and responsibilities as required.
TYPICAL QUALIFICATIONS Knowledge of : - California electric utility regulatory issues, CPUC regulatory practices, protocols, and procedures.
- California utility rate design, electric resource planning, demand resource solutions and regulatory relations.
- California compliance process and protocols.
- Communications portals and web-based resources for regulatory activity.
- Principles and practices in the areas of Power Charge Indifference Adjustment structure and calculations, energy resources and procurement and other to be determined areas.
Ability to: - Interpret rules, regulations, and guidelines.
- Researching and analyzing complex problems, evaluating varied information and data, either in statistical or narrative form, and exercising sound judgment within established guidelines
- Analyze, understand, and project the impact and political implication of decisions and recommendations.
- Preparing clear, concise and complete analysis, proposals, reports and other written materials.
- Provide prompt, efficient and responsive service.
- Compile, summarize, and communicate complex topics in easy-to-understand presentations before the Board, staff and other audiences.
- Deliver clear oral and written communication.
- Treat staff, representatives of outside agencies and members of the public with courtesy and respect.
- Work collaboratively with diverse individuals and groups contacted in the course of work.
- Exercise appropriate judgment in answering questions and releasing information.
- Prioritize work to meet established deadlines with plans, schedules, and milestones.
- Maintain accurate records and meet critical deadlines.
- Establish and maintain effective working relationships with staff at all levels of the organization.
- Coordinate and author reports, white papers, and formal comments representing 3CE's position, with a focus on influencing stakeholders to align with our perspective.
- Educate staff on compliance regulations to ensure adherence to requirements.
- Document process for tracking regulatory proceedings and compliance requirements.
- Analyze data and review it for accuracy within regulatory reports and compliance filings.
Education and Experience Education: A Bachelor's degree from an accredited College or University in Business Administration, Political Science, Public Policy, or a related field.
Experience: Two (2) years of progressively responsible experience in regulatory affairs, legislative affairs, or energy policy at an electric utility, regulatory agency, or legislative office.
Highly Desirable: Experience with electric procurement issues, energy efficiency, or energy market structures is highly desirable.

Current remote workdays are scheduled on Monday's and Thursday's
OR employees may elect to work a 9/80 work schedule with alternating Friday's
or Mondays off.
BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.
RETIREMENT - E mployees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
HEALTH INSURANCE - 3CE pays $1600.00 towards employee and family medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.
HEALTH & WELLNESS - 3 CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.
DEFERRED COMPENSATION - 3CE offers 457 deferred compensations.
PTO - Accrued in accordance with tenure. 160 hours cap.
CELL PHONE ALLOWANCE - This position is eligible for cell phone allowance of $50.00 monthly.
