Description

QBE LLC is seeking a Security Manager / FSO ?based out of Haymarket, VA. This person will play a key role in administering and overseeing QBE's corporate security programs. ?The Security Manager will implement policies and programs to ensure government compliance and manage day-to-day operations for the security office. Also, the Security Manager will manage all aspects of personnel deployment, both within the continental US (CONUS) and outside the continental United States (OCONUS).


This position is a hybrid role to be worked from Haymarket, VA in person on Monday, Wednesday, and Thursday; Tuesday and Friday will be worked remotely.


Primary responsibilities:

FSO functions:

  • Develop, update, administer, implement, and enforce Personnel Security (PERSEC) plans, instructions, policies, requirements, and guidance (e.g., apply current regulations, guidance, and security vetting processes).
  • Verify clearances using clearance validation applications; Defense Information System for Security (DISS), National Background Investigation (NBIS), Army Contractor Automated Verification System (ACAVS) or Scattered Castles to verify clearance level/access.
  • Manage all aspects of security for assigned CAGE Code(s) to include personnel clearances, onboarding, training, storage, transmission, change conditions, inspections and day-to-day operations.
  • Initiate Personnel Security Clearance investigations and Periodic Reinvestigations (PR).
  • Request, receive, and review SF-86 personnel security packets.
  • Maintain personnel records in compliance with customer and contract requirements
Build and run a Security Program:
  • Maintain, audit, and evaluate industrial security programs to provide a safe and secure environment to protect employees and company assets. Prepare, maintain, and protect official records auditable by U.S. Government representatives as required.
  • Interpret and administer existing policies and develop, document, implement, and communicate revisions to existing policies or new policies, processes, and procedures.
  • Support inspections/audits/self-assessments in accordance with National, Department of Defense (DOD), Service, Intelligence Community and Corporate policies.
  • Create and maintain security training as required for compliance and security posture.
  • Manage access of support vendors, consultants, and contactors to the facility.
  • Continuously monitor and assess the security program, recommending and implementing improvements as needed.
  • Investigate security incidents/violations, oversee correct actions, and prepare reports for internal and external coordination addressing investigation results, culpability, impact assessment and future mitigation as applicable.
  • Attend and actively participate in Customer and Industry meetings on personnel security; Integrate new clearance processes ??as directed by Government Customers as available.
International / OCONUS Deployment Support:
  • Generate, present, and maintain foreign country threat briefs for official and personal travel OCONUS.?
  • Maintain and manage Aircraft and Personnel Automated Clearance System (APACS) requests.
  • Manage Synchronized Pre-deployment and Operational Tracker (SPOT) as needed while issuing and maintaining generated LOAs.
  • Manage system that tracks employees on travel and provides security as needed, implement actions as needed/required when incidents arise.?
  • Manage call tree and processes for outsourced 24x7 Security Operations Center
  • Collaborate with Defense Counterintelligence and Security Agency (DCSA) Counterintelligence (CI) Reps to provide real life up to date information and training CONUS/OCONUS travel.?
  • Maintain, track, and generate emergency Standard Operating Procedures (SOPs) for QBE employees embedded OCONUS, while maintaining continued monitoring in high threat level areas.?
  • Provide comprehensive oversight and support for visa, relocation, and travel processes, addressing any issues or delays, and ensuring all established procedures are followed.
  • Create and administer quarterly and annual security briefings per NISPOM requirements
  • Manage all internal procedures required to deploy personnel (e.g., International Travel Requests, Expatriate Tax Status Forms, and Infrastructure Assessment and Analysis).
  • Coordinate and manage all deployment activities and repatriation of all OCONUS personnel.
  • Assemble individual deployment, CRC, and personnel folders.

Requirements
  • Current (In Scope) DoD TS (SCI Eligible) Clearance is required to be considered for this position.
  • Current FSO and ITPSO certifications, or ability to achieve within 6 months of start date.
  • Experience utilizing Defense Information System for Security (DISS), National Central Access Information Security System (NCAISS), National Industrial Security System (NISS), National Background Investigation Services (NBIS), Army Centralized Contracts and Security (ACCS), Scattered Castles and other Government Systems for clearance verification.
  • Experience with personnel traveling overseas and interacting with foreign governments.
  • Prior Experience with Personnel Security Duties in entities with CAGE/SMO codes.
  • Strong interpersonal and communication skills; must be a self-starter with initiative to work independently and interact with?personnel and government customers, and ability to multi-task and provide on-time deliverables.
  • Ability to prepare reports and briefings.
  • Experience writing Standard Operating Procedure (SOP) manuals, procedures, and Operations Security (OPSEC) plans
  • Excellent proficiency with Microsoft Office software (Excel, Word, PowerPoint).
  • Ability to work outside or standard operating hours as needed.
  • Ability to sit for extended periods of time.
  • Ability to regularly lift at least 25 pounds.
  • Ability to commute to the designated onsite work location as required.
Desired qualifications:
  • Personnel Security, Facility Security Officer (FSO), Certified Special Security Officer (CSSO), Contract Program Security Officer (CPSO) in Department of Defense (DoD) and IC environment is highly preferred.
  • Completion of all Defense Security Service FSO and Insider Threat Program Senior Official training requirements - Industrial Security Professional (ISP) certification is a plus.
  • Experiencing using Aircraft and Personnel Automated Clearance System (APACS), SPOT and other foreign travel tracking systems experience is a plus.
